BERKELEY, Calif. -- Davis Webb, who joined Cal this spring as a graduate transfer from Texas Tech, is the new starting quarterback for the Golden Bears.Coach Sonny Dykes said Thursday that Davis maturity and knowledge put him ahead of the other quarterbacks who were vying to succeed Jared Goff, the No. 1 overall pick by the Los Angeles Rams in this years NFL draft.Webb played in 23 games with 14 starts over three seasons at Texas Tech.
